Bus driver fined

Quoting from The Times (August 7) Bus Driver Assaulted Elderly Passenger - a 24-year-old bus driver was fined Lm150 for assaulting an elderly man and failing to have complete control over the bus when he was driving while on his mobile phone.

The fine of Lm150 is an insult to all victims' intelligence not just the poor old man. Why was this driver's licence not suspended? Is this man to be trusted driving a bus full of people? What does it take for these acts to be taken seriously?
