For what are the national courts responsible?

The national courts in the EU member states are normally responsible for applying Community law in cases relating to the implementation of the law. When an issue concerning the interpretation of the law is brought up before a national court, that court may seek preliminary ruling from the European Court of Justice (ECJ). If the national court is one of last instance, then it would be compulsory for that court to refer the matter to the ECJ.
