The European Court of Justice normally sits in plenary session. Some of the cases brought before the court can be assigned to any one of the six non-specialised chambers. In 1988, the then European Community decided to created the Court of First Instance in order to lighten the load of the European Court of Justice. The Court of First Instance has powers to rule on certain cases.
