Grotesque structures

The project embellishing the promenade around Bugibba Bay is, in my opinion, beautiful. However, I cannot understand the inclusion of a grotesque structure which is partly obstructing the beautiful panoramic view from Sir Luigi Preziosi Street. This structure should serve as a staircase but, in fact, is a strain on the heart.

Another grotesque structure is a complex of flats and penthouses behind Villa Preziosi. When seen from the sea, this structure is obviously well elevated above the surrounding buildings. At least, Villa Preziosi has been saved and, in my opinion, is being well restored.
