What is the co-decision procedure?

The Treaty on European Union (Maastricht) of 1992 introduced the co-decision procedure. Under this procedure, the European Parliament and the Council of Ministers share the power in deciding on new laws. In other words, the co-decision procedure gives the Parliament the last word in a rejecting a proposed law. This means that unlike the cooperation procedure, the Council of Ministers cannot overrule the European Parliament, not even by a unanimous vote.
