When is the European Parliament consulted on proposed legislation?

The European Parliament must be consulted in several fields of community law. This means that the Council of Ministers must consult the Parliament on legislative proposals concerning the common agricultural policy and transport. If the Council of Ministers does not consult the Parliament in these areas, then the Council would be infringing the treaty, leading to the annulment of a law. In this consultation procedure the power of the European Parliament is very limited.
