Council of Ministers meetings

Is it the foreign minister only who attends Council of Ministers meetings?

No. There are a number of Council of Ministers formations specialising in sectors. This means that if there is a Council of Ministers meeting on agriculture, the agricultural minister attends. If there is a session on transport, the minister of transport from each member state attends that meeting.
