Can the Commission sanction companies?

Yes. The European Commission, because it is the guardian of the treaties, can even apply sanctions on companies violating competition rules.

Besides, the treaty allows the Commission to collect from member states and companies based in member states any information necessary to fulfill its task. It may also proceed with the necessary checks.
