Does the Commission negotiate on behalf of member states?

Yes. The treaty gives the European Commission the power to negotiate trade agreements, association agreements and accession of new member states. For example, the negotiations at the World Trade Organisation were led by the Commission.

Such trade negotiations are done in consultation with a special committee appointed by the Council of Ministers. For the accession negotiations, the Commission conducts them under the responsibility of the Council of Ministers.
