I refer to the letter by Paul M. Azzopardi.

Mr Azzopardi writes that a letter he mailed in a business reply service envelope was returned to him some days later, with Maltapost official tape carrying the printed text "Found open or damaged" and adds that "this is clearly not the case".

May I point out to Mr Azzopardi that official tape of the kind he refers to is only applied in instances where mail is found damaged or torn - an infrequent but not unheard of occurrence.

Mr Azzopardi goes on to say that due to a genuine oversight by the investment company using the BRS service, the licence had not been renewed. He asks whether this entitles Maltapost to open the envelope to get an address, to eventually return the envelope to sender.

Clauses 42 and 43 of the Inland Post Regulations deal respectively with undelivered postal articles and disposal of undeliverable postal articles. These clauses enable Maltapost to open mail with the purpose of returning the mail to the sender.

I can assure Mr Azzopardi that we have followed the proper procedure to the letter. If the correspondent would care to contact me, I will be only too happy to discuss this.
