Wardens'right to break the law

Last Sunday at around 6.50 p.m., I noticed two wardens in vehicle JET 023, parked on a yellow line in Naxxar, to be more precise at St Paul Street, corner with Garden Street.
On approaching I noticed that these were sorting out some data on their hand-held computer. Since the window of their car was wound down, I politely pointed out to them that they were parked illegally.
In turn they very politely replied that "wardens may break the law in the course of carrying out their duty".
I had a look around the area and noticed at least two vacant parking spaces in the immediate vicinity; they could have very easily parked there.
Can anybody in authority confirm whether the wardens' claims are true? If it turns out that their claims are false, the public expects that these persons are fined for illegal parking and for committing a contravention which they are in duty bound to prevent.
