As more than 4,000 individuals work in offices in Floriana, most of them park their cars on pavements while the 20,000 persons who come to Floriana and get served at Boffa hospital, the polyclinic, the police head quarters, several insurance offices and banks, all try to find parking in Floriana.

To make matters worse, as Valletta is car congested, hundreds of Valletta workers or shop owners park in Floriana. The end result of all this is that local residents in Floriana hardly ever find a slot to park their car in. To add insult to injury, there are about 1,000 elderly people who cannot use their car.

Once the Grand Harbour plan has been approved by the Cabinet, which in paragraph G707 states that a residential parking scheme should be implemented forthwith, it would seem that the traffic management directorate does not look kindly to the Floriana local council's requests or else it is packed with some incompetent people as evinced by the "gaffe" during the Elton John concert.
