The world at your fingertips: that is what modern information technology can offer you. DiploFoundation, based in Malta, uses these opportunities to engage in global diplomatic activity.

Its move to new premises, 4th Floor, Regional Building, University Roundabout, Regional Road, Msida, on October 28, is a step forward in efficiency, "a move to new horizons", as it has been described, but the DiploFoundation itself, is not new. It has developed into an independent foundation from a project to apply information technology tools to the practice of diplomacy, which was conceived over a decade ago, in 1992, at the Mediterranean Academy of Diplomatic Studies.

Jovan Kurbalija, director of DiploFoundation, expressed the view that IT and computers will not replace diplomats, but will free them from many repetitive tasks of routine administration, so that they will be able to concentrate more on their true work. This is "developing harmonious relations between countries and work towards creating a more peaceful world".

The tools of information and communication technology (ICT) have become an integral part of everyday work for diplomats and others involved in international relations in developed countries. These same tools offer even greater promise for their colleagues in countries with limited human and financial resources.

ICT can bring specialised university education, high-level negotiations, improved international aid and effective public diplomacy, among several other advantages within the reach of all countries. It is precisely the hope to achieve this goal that inspired the creation of DiploFoundation.

DiploFoundation is a non-profit organisation, which endeavours to assist all countries to participate meaningfully in international affairs through education and training programmes, research and the development of information and communication technologies for diplomatic activities.

The staff members of DiploFoundation come from many countries and are trained in many disciplines; their approach is multidisciplinary, just as their background is cross-cultural. At present the board of directors is composed as follows:

President - Professor Dietrich Kappeler; former director, Mediterranean Academy of Diplomatic Studies, Andri Bisaz; Professor Norman Scott; Ambassador Victor Camilleri; Patrick Tabone; Permanent Secretary, Ministry of Foreign Affairs, Malta, Ambassador Gaetan Naudi; director of DiploFoundation Dr Jovan Kurbalija.

The formal inauguration of the new premises, which was toasted with champagne, was attended by a number of ambassadors and higher academics.
