Council of ministers

The draft constitution proposes that the presidency of council of ministers formations shall be held by member states on the basis of equal rotation for periods of at least one year. The European council (prime ministers and presidents) shall establish the rules of such rotation, taking into account European political and geographical balance and the diversity of member states.
