One cent hike?

Seeing the first day cover from Maltapost September 30, which features sailing, and with postal denominations of 8c, 22c and 35c respectively, what struck me most is the 8c stamp.

Does this mean that the 8c stamp is in the offing to replace the existing 7c for local postage?
