The playing field between Parades Street and Main Street, St Paul's Bay was originally a water catchment area.

Some years ago this area was turned into a playing field and since then the rain water has been forced to follow a different course.

As a result, the premises around the police station started being flooded each time we have heavy rainfall such as the one we had recently.

As a remedy one would think that this playing field would be turned back into a water catchment area again. But no, believe it or not, the St Paul's Bay local council has recently sent in an application, number PA 01671/03, for the development of this playing field into a civic centre incorporating a three-tier underground public car park; sports, administrative and social facilities and an elevated landscaped corner.

I do not believe this application could ever be approved by Mepa. However if it is approved, who would be held responsible for any future damage caused by flooding?
