What is the EU doing to combat unemployment?

The EU has developed an employment strategy which puts specific emphasis on youth. EU countries are encouraged to develop preventive and employability-oriented strategies. The aim is for every country to ensure that every unemployed young person is offered a new start before six months of unemployment. This is to be in the form of training, retraining, work practice, a job or other employability measure, including accompanying individual vocational guidance and counselling with a view to effective integration into the labour market.
