Imagine this scenario. An elderly person has a TV set which has lain unused for years. The licence was paid annually by his son in the mistaken belief that use was being made of a TV set.

Finally it dawns that this particular TV set is no longer in existence. PBS is not paid and along comes a note demanding payment or an affidavit to the effect that the TV is no longer there. In the meantime the owner dies and PBS is informed, so they send a new bill to the same dead person at another address!

In the beginning of the 21st century do we still need affidavits to throw away old TV sets?

Could the ministry concerned please look into this matter as I am sure there are many elderly in the same position.
