I am not aware what criteria the ministry responsible for local councils uses when allocating funds to the various localities.

In this exercise, is there any consideration given to the fact that in some localities most of the roads are already hot-asphalted and this perhaps not out of the council's funds, while in others a good number are still in a disgraceful sate because councils do not have anywhere near the funds necessary to carry out the works?

No wonder certain councils can work "miracles" whereas others have to face huge bills for regular road maintenance and reconstruction and manage to leave little trace of their term of administration.

And, to add insult to injury, they have to face the wrath of their community throughout the year and at every annual general meeting.

I do believe that citizens need to be better informed on the way allocations by central government are worked out and that more assistance is given to those councils where the roads under their responsibility still need to be asphalted, unless this is already being done.
