Maltacom'dominates' in leased lines

Maltacom has been designated by the Malta Communications Authority (MCA) as enjoying a dominant market position (DMP) in the leased lines market.

Leased lines are used by service providers as the basic transport infrastructure upon which their services are delivered for the transport of voice and data communications traffic.

The leased lines regulation is of critical importance for telecommunications services as it creates the "level playing field" for competition between telecommunications operators in the provision of services.

MCA said that as a DMP leased lines provider, Maltacom plc will have the obligation to publish information in respect of technical characteristics, tariffs and usage conditions for leased lines.

Maltacom will also be required to set tariffs for leased lines that follow the basic principles of cost-orientation and transparency.

An MCA document entitled "Dominant Market Position in the Leased Lines Market - DMP Determination" can be viewed at www.mca.org.mt. Copies may also be obtained free of charge from the MCA.
