The government representative at the European Convention, Rev. Prof. Peter Serracino Inglott, has expressed support for two proposed amendments to the subsidiarity protocol, firstly the acknowledgement in the preamble that subsidiarity is a dynamic concept; and, secondly, the attribution of a greater role in this area for the Committee of the Regions.

The plenary session of the European Convention meeting last Monday and yesterday has been focusing on the European Union's legal instruments, as well as the protocols on subsidiarity and proportionality, and the role of national parliaments.

He considered these proposals to be in the same spirit as the amendment proposed by the Maltese government representatives to the national parliaments protocol, to the effect that an electronic network be set up in order to enable national parliaments to give their input to the European Parliament about any legislation before it.
