The Malta Environment and Planning Authority said industrial action ordered by the Union Haddiema Maghqudin was hitting its operations, particularly communication through mail, e-mail and telephone.
MEPA said it was doing its utmost to find a quick solution to the dispute, which arose over the revision of the collective agreement.
MEPA said it considered the financial proposal made to the UHM to be just and positive and continued to improve the employees' conditions, which were already good.
The UHM stepped up industrial action at MEPA on Wednesday, claiming the authority's latest offer was in some respects worse than employees' current conditions.
