Education Minister Louis Galea yesterday appointed a board of inquiry to investigate allegations made by Labour Party spokesmen that the Foundation for Tomorrow's Schools had breached government financial regulations.

The board is headed by accountant Joseph C. Schembri, with the other members being architects Catherine Galea and Martin Debono. The latter was nominated by the Labour Party. Assistant Director of Education Alfred Mallia is board secretary.

The board was asked to investigate the allegations, establish whether there was culpable negligence by any member of the board of the foundation, its employees or other public officials working for the foundation, and make recommendations.

The board was asked to submit its report by November 30.
