Rampant abuse at Ramla Bay

I have just returned from a weekend trip to Gozo. On the Saturday, I decided to travel to Ramla Bay to spend a relaxing afternoon.
Upon arrival, I decided to have a drink at one of the kiosks. No VAT receipt was given and when I asked for it, I was frowned upon.
I then decided to rent an umbrella and deckchairs. I was charged Lm5. Again no VAT receipt was given.
Last but not least, a couple of metres away from me was a guy renting jet-skis for Lm17 for 10 minutes.
Two jet-skis were in the water but only the older version was being rented. It was clearly noticeable that no VAT receipts were being given and that this jet-ski was also being rented to foreign 16-year-olds.
I am a jet-ski owner myself and so far as I know, the renting of jet-skis to inexperienced tourists should no longer be possible so as to avoid tragic accidents at sea, as happened last year at Mellieha Bay.
I am not complaining about the prices. All I am trying to say is that these rampant abuses of the VAT system, together with renting of jet-skis to tourists, should clearly be checked upon at Ramla Bay.
