The EU has drawn up a strategy on drugs to cover the years 2000-2004. The strategy emphasises prevention and reducing drugs demand by encouraging the participation of non-governmental organisations and disseminating information. This was the reason behind the creation of the European Monitoring Centre for Drugs and Drug Addiction (EMCDDA) and an early-warning system.

Malta will participate in the European Information Network on Drugs and Drug Addiction (Reitox) of the European Monitoring Centre for Drugs and Drug Addiction (EMCDDA) on accession. Sedqa already carries out the functions of a national drugs monitoring centre.
