Just as guilty

I read Keith Youngs`s letter about shooting (April 19) and I am not sure to which country he is referring.

Since he is writing to The Times, I should presume that he is referring to Malta. He expresses a sentiment that I support wholeheartedly, but shouldn`t he be writing the same letter to The Times of London, since his country is just as guilty?
